Shanghai(上海) issues the country’s first service trade negative list

Shanghai explored a new cross-border service trade management model and released a new negative cross-border trade in services in October 2018, which is the first time in China.

The new negative list includes a total of 159 detailed regulations covering 31 industries. The new list defines cross-border trade in services as “commercial activities provided by overseas service providers to consumers in the China (Shanghai) Pilot Free Trade Zone”.

The new management model will make Shanghai a leading global city like London and New York and guide the Yangtze River Delta to become a world-class city and a new growth point for modern global service trade. Zhang Yansheng, a researcher at the China International Economic Exchange Center, said.

Shaanxi Xi’an(陕西西安) introduces “manifest merging”, a new customs clearance model

For a long time, each car of a freight train needs to have its own manifest and a customs declaration form for customs clearance.

In order to save the time and cost required for enterprises to transport bulk cargo by rail, in May 2018, Xi'an International Trade Logistics Park and Xi'an Customs jointly launched a new customs clearance mode called “Cabinet Merger”.

In this mode, goods of the same product name, specification, contract, company, batch, and category are allowed to use the same manifest.

Hubei’s Wuhan(湖北武汉)launches innovative “insurance-loan linked” financial products

In order to effectively solve the financing problem of small and medium-sized enterprises (SMEs), the Hubei Free Trade Zone Wuhan area has cooperated with insurance companies and banks to launch a series of “guaranteed loan and loan” financial products according to different financing needs.

With these products, technology-based SMEs without collateral or guarantees can only obtain a bank loan by paying a lower premium to purchase the relevant guarantee policy.

Fujian’s Xiamen(福建厦门) pilots reform on examination and approval system for construction projects

The Xiamen construction area of the Fujian Free Trade Zone has shortened the project construction approval process from five stages to three stages.

In addition, the eight projects that needed to be approved in the past now only need to be filed, and now there are 31 projects that apply to the notification commitment system. 109 projects still need to be approved through a streamlined material optimization process.

Sichuan province(四川省) introduces a new model of transport consolidation

The way of transporting foreign trade goods in the Qingbaijiang area of the Sichuan Free Trade Zone has created an innovative cooperation model for inland and border areas.

For the Chinese railway express trains from Chengdu to Europe, domestic and foreign goods can share a train, and containers for domestic and foreign goods will be replaced by containers of foreign trade goods in Urumqi. For the China Railway Express train returning from Europe, Urumqi will replace the foreign trade cargo container with domestic trade cargo containers.
